Can a venue legally text its guest list?

Yes — under PECR Regulation 22(3), the soft opt-in rule lets you text people who bought a ticket or registered with you, without separate prior consent, provided four conditions are met.

⚠ The four conditions for lawful soft opt-in (PECR Reg 22(3))
  1. Number collected during a sale or negotiation. The guest gave you their number buying a ticket, booking a table or signing up on the door — not bought from a promoter's list or scraped from a social account.
  2. Messages are about similar events and services. You can text about your own nights, tickets and bookings. You cannot use the same list to push an unrelated business under soft opt-in.
  3. Opt-out offered when the number was taken. At the point of sign-up — ticket checkout, door registration, table booking form — the guest must be given a clear way to decline future texts.
  4. Opt-out on every message after that. Every text must carry a way to stop. "Reply STOP to opt out" satisfies this.

PipeIQ appends opt-out instructions to every message and locks opted-out numbers so they cannot be texted again. Offering the opt-out at the point of collection is yours to do — put it on the ticket checkout and the door sign-up sheet.
