Can you text someone who requested a quote but didn't buy?

Usually yes — and this is exactly the situation PECR Regulation 22(3) was written for. The soft opt-in covers people who gave you their details "in the course of a sale or negotiations for a sale", which is what a completed quote journey is, provided four conditions are met.

⚠ The four conditions for lawful soft opt-in (PECR Reg 22(3))
  1. Number collected during negotiations for a sale. They entered it themselves as part of a quote or enquiry. A part-completed form where they never reached that stage is weaker ground — and a purchased list is not covered at all.
  2. Messages are about similar products. You can follow up on the thing they were quoted for. You cannot use the same permission to market a different line of business.
  3. Opt-out offered at the point of collection. The quote form itself must carry a clear, simple way to decline marketing texts — not buried in a linked policy.
  4. Opt-out on every message. "Reply STOP to opt out" on every text you send.

This is the condition most often failed, so it is worth being blunt about it: if your quote form does not offer an opt-out at the moment the number is entered, soft opt-in does not apply and texting is not lawful.
