A note on compliance
If you're sending SMS to UK consumers on behalf of clients, two regulations apply directly:
- PECR Regulation 22 — requires explicit consent for marketing SMS to individuals. TPS registration protects people from unsolicited calls (Regulation 21) — it does not cover SMS. These are separate regulations.
- UK GDPR Article 6 — requires a lawful basis for processing contact data. Existing customer relationships can use legitimate interest for service messages. Marketing to bought lists requires consent.

Textlocal was acquired by Cisco as part of its Webex portfolio and shuts down permanently on 31 July 2026. All accounts, contact lists, templates, and message history become inaccessible at closure. Cisco is directing existing customers to Webex Interact, though many UK SMEs have found it unsuitable for their needs.
